SBS's Patron stranded in the middle of Expressway

Sound very serious that patrons need to alight in the middle of the expressway, thought the bus had broken down, but after reading the post on STOMP, its saying otherwise.

The incident happened on 9 Oct 2008 at around 11am when 2 Patrons on board SBS bus service number 168 from Tampines to Woodlands Regional Centre was asked by the Ticket Checking Officer to alight in the middle of the expressway due to underpayment of fare. The bus captain was instructed to stop right in the middle of the expressway to let the two patrons get off.

Why can't they just let them alight at the first stop after the expressway? This has never happen before here & why it's happening now? The underpayment fine impost has no effect to the general bus taking community already? That they need to "杀一警百" - kill one to warn a hundred?
