Marketing Trolley or Corridor Dustbin?

For a few months, the trolley has been locked there. Thought its for the ease of marketing, but now it has become the dustbin of many. No one knows who's the owner & no one bother to clear the rubbish inside too, including me. Although Town Counicil has monthly block cleaning, but the rubbish is still there. Are they lazy to clear also or just following the law? Trolley locked, cannot touch?
